OpenAI has signed four agreements with Abu Dhabi-based entities spanning the energy, investment and government sectors, according to CNBC and the Abu Dhabi Media Office. The media office said the signings were witnessed by Crown Prince Khaled bin Mohamed bin Zayed Al Nahyan following a meeting with OpenAI CEO Sam Altman. CNBC reported that OpenAI is currently seeking to raise $20 billion in a new funding round co-led by investors from the United Arab Emirates.

Four Deals, Three Sectors

The Abu Dhabi Media Office said the agreements cover government, energy and investment sectors. They involve the Abu Dhabi National Oil Company (ADNOC) alongside AI firm G42 and its subsidiary Inception42, sovereign investor Mubadala, the Abu Dhabi Government, and a separate five-year agreement between Inception42 and OpenAI covering government, enterprise and education adoption of frontier AI across the UAE.

According to the Abu Dhabi Media Office, ADNOC, G42 and OpenAI signed what the office described as a landmark agreement making ADNOC the first company in the energy sector to deploy OpenAI's frontier technology. The deal is intended to integrate AI capabilities across ADNOC's operations, supporting more connected operational, investment and commercial decision-making aimed at improving efficiency and productivity.

The deployment runs on OpenAI's GPT models using what the media office called in-country inference infrastructure in the UAE. More broadly, it said AI processing for the agreements is powered by OpenAI's UAE inference residency, with real-time model computation running on GPUs housed inside UAE data centres. The Abu Dhabi Media Office statement does not specify who is financing the buildout of that in-country compute or data-center capacity, and no funding figure was attached to the ADNOC agreement itself.

Mubadala and Government Initiatives Round Out the Signings

Separately, sovereign investor Mubadala and Inception42 signed an agreement with OpenAI to apply AI capabilities to investment analysis, opportunity identification and risk assessment, which the Abu Dhabi Media Office said is meant to support more informed investment decisions and long-term value creation.

On the government side, the Abu Dhabi Government and OpenAI launched a Machine-Readable Government initiative designed to translate a defined set of government policies and regulations into machine-readable form, letting AI-powered systems assist officials with routine regulatory compliance tasks such as issuing permits and certificates. The media office said the initiative's first pilot, led by the Department of Government Enablement - Abu Dhabi, is already in production with the Abu Dhabi Agriculture and Food Safety Authority, focused on food imports.

Altman framed the agreements in a statement carried by both CNBC and the Abu Dhabi Media Office: “Abu Dhabi and the UAE are setting a bold, global standard for AI integration across both the public and private sectors to make sure the benefits of AI reach everyone. We are proud to support the UAE’s ambition, anchored in a shared commitment to safety, accessibility and responsible innovation.”

Bottom line: the deals land while OpenAI courts regional capital. CNBC reported that OpenAI is seeking $20 billion in a new round co-led by UAE investors, and that Abu Dhabi-based MGX previously co-led Anthropic’s $30 billion raise in February and OpenAI’s $122 billion raise in March. CNBC also noted that the Middle East has emerged as a key AI hub, with U.S. big tech firms signing deals for large data centres in the region, though ongoing conflict has tested that appeal. Interpretation, tied to those reported facts: the Abu Dhabi deployment agreements deepen a commercial relationship with the same jurisdiction OpenAI is approaching for funding, but neither source states that the agreements and the funding round are contingent on each other.
